Position Title:  Library Director, Anamosa Library and Learning Center, Anamosa, IA

Summary of Duties:
Develops, administers, supervises, and coordinates the work of the library and staff, to create a harmonious team environment.  Performs managerial duties related to personnel, budget, collection development, building maintenance, and library operations and services in conformity with the policies established by the Board of Trustees. The position performs front line tasks related to circulation of library materials and patron customer service including, but not limited to, readers’ advisory, reference assistance, and helping patrons locate library materials. This position provides consistent, courteous and sincere customer service to patrons and library staff at all times.

Principal Duties and Responsibilities:
General
•    Monitors maintenance of library building, equipment, and furnishings and works in conjunction with other City Department leaders on building maintenance issues.
•    Supervises the day-to-day operations, service objectives, and marketing of library programs.
•    Administer library policies, oversee the maintenance of a policy handbook, and recommend new policies and revisions of policies as necessary.
•    Maintains personnel and library records.
Board of Trustees
•    Inform the Board of Trustees of progress, plans, and problems involving the library.
•    Provides orientation of new trustees, prepares a board packet, and attends Board of Trustee meetings.
•    Supply resources and information, including examples of library service, trends, and operation to the Library Board; counsel the board as to the impact of its decisions.
Finances
•    Prepares monthly and annual financial and statistical reports to the city, the county supervisors, State Library of Iowa, the Library Board, and others as required.
•    Prepares the annual budget for presentation to the Library Board, manage the library budget; monitor and approve expenditures.
•    Accepts gifts of money and library materials and ensures that acknowledgment is given.
•    Pursues additional funds via grants and fundraising.
Personnel
•    Hire, evaluate, and discipline library staff members.
•    Supervise the training, scheduling, and performance of library staff and provide regular feedback and guidance regarding job performance; provide positive leadership, management, and mentoring to all library staff.
•    Recruits, trains, schedules, and monitors volunteers.
Library Services
•    Plans, implements, and evaluates library services and makes recommendations for improvement.
•    Oversees the selection, purchase, cataloging, and weeding of all books and materials in the library.
•    Directs a public relations program to promote and publicize the library's collections, services, and programs within the community.
•    Develops, implements, and evaluates long- and short-term goals and objectives in conjunction with the Library Board of Trustees.
•    In the absence of an Adult Services Librarian, performs the duties outlined in the Adult Services Librarian job description.  This includes planning library programs, purchasing materials and online resources, and putting together displays.
Community Outreach
•    Develop and foster partnerships and positive relationships with area agencies, businesses, and organizations, and work with appropriate committees within the City of Anamosa and community.
•    Maintains open communication with the City Administrator, City Council, the Jones County Supervisors, and other libraries.
•    Cooperate with and support the Friends of the Library.
•    Prepares questionnaires and surveys to evaluate public responses to the library.
Professional Development
•    Keeps informed of current developments in the library field by attending workshops, professional meetings, and reading current literature.
•    Participate in area, state, and national library associations and activities.
 
•    Work the combination circulation and reference desk, circulating materials, collecting fines, processing new applications, and answering reference questions 
•    Performs other duties as assigned.

Knowledge, Skills, and Abilities:
The skills and knowledge required would generally be acquired with a Bachelor's degree from an accredited college or university, including:
•    Excellent communication and organization skills.
•    Ability to administer the activities of a public library and to supervise the work of others.
•    Ability to develop short- and long-term development plans and objectives.
•    Maintains knowledge of standard library principles and practices, concepts of freedom of speech, copyright, collection development, patron confidentiality, censorship, and other library ethical issues.
•    Proficiency with photocopiers, fax machines, computers, popular library software, internet, and digital communications.
•    Assume the responsibility as circulation system administrator, keeping the automated system upgraded, and adding technical services for the public as funds become available.
•    Thorough ability to establish and maintain effective working relationships with superiors, subordinates, associates, officials of other agencies, and the general public.
•    Ability to follow written and verbal communications.
•    Ability to work flexible schedule, including evenings and weekends.
•    Thorough knowledge of library resources, both print and non-print.

Minimum Qualifications:
One of the following or any equivalent combination of experience and/or training that provides the required knowledge, skills, and abilities upon approval of the Board of Trustees.
•    Master’s degree in Library Science from an accredited school of Library Science.
•    Completed, or willing to complete within two years of hiring, Public Library Director Certification offered by the State Library of Iowa.

Preferred Qualifications:
•    Two years of full-time experience as a professional librarian.
•    Five years of work experience as a director in a size E or larger library.

Working Conditions: 
Work is usually performed in an office environment.  Evening and weekend work required.

•    Must be able to concentrate on detailed information over an extended period of time.
•    Ability to effectively use a computer.

Probationary Period:  90 days.  At the end of such period, an evaluation shall be completed to determine extension of employment to permanent status.

Residency Requirements: It is preferred, but not required, that the employee reside in Jones County within 90 days after the completion of their probationary period.
